R. Abbaʾ bar Kahanaʾ explained it in R. Lewi’s name thus: Let the waters be gathered together for My purpose, [so as to perform] what I will one day do by means of them. Compare this to a king who built a palace and tenanted it with dumb people who used to rise early and pay their respects to the king with gestures, with their fingers and with their handkerchiefs. Said the king, “If these, who are dumb, rise early and pay their respects with gestures, with their fingers and their handkerchiefs, how much they do so if they possessed all their faculties!” (cf.
